State funded clinical mental health services provide community based and inpatient care for three main population groups in Victoria: children and adolescents (0-18 years), adults (16-64 years) and older people (older than 65 years).
Government funded clinical mental health services include: 17 adult mental health services (AMHS), 14 aged persons mental health services (APMHs), and 13 child and adolescent mental health services (CAMHS). Youth-specific mental health services have also been developed for adolescents and young people (16–25 years).

Specific mental health services are available for children, adolescents, youth and adults.
Adult specialist mental health services
Adult specialist mental health services are for people aged 16 to 64 with a serious mental illness.
Older adults mental health services
Specialist mental health services are available for people aged 65 and over who have a mental illness.
