All commercial first aid services in Victoria require a licence under the Non-Emergency Patient Transport and First Aid Services Act 2003.
The licensing of first aid services provides minimum standards in the provision of first aid across a wide range of service delivery areas including but not limited to public events, sporting events, construction and industrial sites, film, and television.
The service delivery areas and needs can range from small scale short duration to large single– day and large multi– day live– in events, events that travel across the state over a number of days and long– term static locations e.g. mining.
The Non-Emergency Patient Transport and First Aid Services Act 2003 (the Act) came into force on 1 October 2021.
The Non-Emergency Patient Transport and First Aid Services (First Aid Services) Regulations 2021 came into force on 30 November 2021.
The Act and First Aid Services Regulations establish the requirement for commercial first aid services to be licensed and prescribe patient safety and quality standards.
Licenced first aid providers
Event organisers, local councils and other peak bodies planning or approving an event generally need to engage first aid services as part of delivering the event. If engaging a commercial first aid service in Victoria, the first aid service is required to be licensed (regardless of whether they use volunteers).
Having a licensed First Aid Service is important to ensure the provision of quality and safe patient care.

First aid service fees
